Chapter 6 – The Strategy of Using a Tiger to Consume a Wolf

Qin Shou was on the terrace, smoking, when Yang Song arrived.

Qin Shou hadn't gone far. He'd seen Yang Song go to Liu Shuang. After leaving Liu Shuang's office, Yang Song had immediately gone to the County Party Secretary's office.

Qin Shou could guess with his eyes closed that Yang Song must have gone to Secretary Yang's office to snitch on him.

He'd already slept with Secretary Yang once. Damn it, he was already being sent to the Jigong River Hydroelectric Station to be the station chief and take the fall. What was there to fear about being reported?

Yang Song walked up to Qin Shou and commanded in a cocky tone, "Qin Shou, come with me!"

Qin Shou blew a smoke ring and asked coolly, "And why should I do that?"

"Secretary Yang wants to see you!"

"So? You went to snitch on me to Secretary Yang? You think she's going to back you up?"

"Qin Shou, don't be so arrogant! Secretary Yang will definitely get justice for me after you beat me up like this!"

"The most important thing for a dog is to know its master. You're Liu Shuang's dog, and even she doesn't care about you. Why would Secretary Yang possibly back you up?"

Qin Shou glanced at the cigarette in his hand. There was still more than half left. It would be a waste.

So, he said to Yang Song, "You go on ahead. I'll head to Secretary Yang's office after I finish this cigarette."

Hearing this, Yang Song was practically ecstatic.

This Qin Shou actually dared to disobey Secretary Yang like this! He had to hurry back to the secretary's office and report Qin Shou again!

Yang Wenqing was sitting primly in her office, waiting to watch a good dog-eat-dog show, after which she would deal with both dogs at once.

But in the end, Yang Song returned alone.

"Where's Qin Shou?" Yang Wenqing asked.

"Secretary Yang, I told Qin Shou you were looking for him and that he should come to your office immediately. But he told me to tell you to wait, that he'd come after he finished his cigarette," Yang Song tattled.

After hearing Yang Song's report, Yang Wenqing's beautiful, oval face remained impassive, as serene as an ancient well.

But inwardly, a thought had already formed: she needed to teach Qin Shou a harsh lesson and show him what's what.

This Qin Shou, just because he has some backing, he dares to be so defiant and show no respect for her, the County Party Secretary?

When Li Da had called, Yang Wenqing had subtly fished for information. Li Da had told her that Qin Shou was the son of a soldier who had served under him and died in the line of duty.

She had just checked the system. There was no information on Qin Shou's father. His mother was a rural woman who had died in a car accident.

As for Qin Shou himself, he had joined the army at sixteen, served for eight years, and was discharged due to an injury, after which he was assigned to Changle County.

Initially, he was Sun Changsheng's driver. Later, he earned Sun Changsheng's trust and climbed step by step to the position of Chief of the Secretariat Division, eventually becoming the County Party Secretary's chief secretary.

Just then, Qin Shou arrived.

He didn't even knock, just walked straight into the office.

This rude entrance displeased Yang Wenqing greatly. Then, she twitched her delicate nose and caught the strong smell of smoke wafting from him.

"You've been smoking?" Yang Wenqing asked.

"Secretary Yang, is there any rule that says I can't smoke?"

"Are you talking back to me?"

"I wouldn't dare! You're the leader, how could I possibly talk back to you? After all, you hold all the power. With a wave of your hand, you can just banish me to be the station chief of the Jigong River Hydroelectric Station without any regard for the facts."

Qin Shou's face was a mask of defiance. He was already being sent to take the fall and possibly go to jail; what the hell did the County Party Secretary matter? He didn't have to show her any respect!

She shouldn't think that just because he'd slept with her once, she could do whatever she wanted with him.

He was no simp; he wasn't going to indulge any woman.

Yang Wenqing could punish Qin Shou, but she couldn't completely disregard the face of Li Da and Zheng Yaohua.

So, Yang Wenqing could only explain, "Sending you to the Jigong River Hydroelectric Station as station chief wasn't my idea. It was a suggestion from Director Ruan and the County Committee's Organization Department.

"I've just arrived in Changle County, so I'm not familiar with the comrades here. However, I trust that the comrades in the Organization Department know how to appoint people according to their merits.

"The fact that the Organization Department has arranged for you to be the station chief at the Jigong River Hydroelectric Station naturally means you are qualified for the position. Therefore, I hope you will adjust your attitude and not work against the organization!"

With a few high-sounding phrases, Yang Wenqing shifted all the blame onto Ruan Xiangyu and the County Committee's Organization Department.

This was a clear testament to the woman's high level of political acumen.

Yang Wenqing knew that the political climate in Changle County was toxic, like a rainforest teeming with venomous snakes. And these snakes were all controlled by the local kingpins.

Every snake bites, every one is lethally venomous, and none of them are easy to take down.

So, Yang Wenqing had already made up her mind: she would let Qin Shou fight these local kingpins.

After all, he had backing, didn't he?

Qin Shou's name itself sounded like the word for 'beast,' and she hoped he would act like one—a honey badger, to be precise, devouring the venomous snakes of Changle County as if they were nothing more than spicy snacks.

If so, Yang Wenqing's strategy of setting a tiger on the wolves would succeed.

This was Yang Wenqing's wisdom, the wisdom of a County Party Secretary.

A leader shouldn't get into the ring and fight their opponents themselves. They must know how to leverage power and, more importantly, how to use people.

Qin Shou wasn't a brainless fool like Yang Song.

The moment he heard Yang Wenqing's words, Qin Shou understood. Secretary Yang wanted to use him to fight against Ruan Xiangyu and her gang of corrupt officials.

However, Secretary Yang certainly didn't have his best interests at heart. She probably wanted him and Ruan Xiangyu's corrupt faction to destroy each other, leaving her to reap the rewards.

Secretary Yang had taken the time to explain things to him. Even though her intentions were malicious, Qin Shou still had to give her some face.

So, Qin Shou nodded. "Yes! I will absolutely obey Secretary Yang's arrangements and will not oppose you. If Secretary Yang tells me to go east, I will never go west!"

"I'm telling you to obey the organization!" Yang Wenqing corrected.

"Secretary Yang *is* the organization!"

Qin Shou's declaration gave Yang Song, who was standing nearby, goosebumps. He couldn't help but curse inwardly, "Simp! So shameless!"

A flicker of awkwardness crossed Yang Wenqing's face. The main reason was that Yang Song was also there, and he had heard all of Qin Shou's shameless, ass-kissing words.

But Yang Wenqing kept her composure.

She turned to Yang Song, getting back to the matter at hand.

"Yang Song, you said earlier that Qin Shou attacked you. What exactly happened? Now that you're both here, I won't listen to a one-sided story. You can confront each other directly."

"Secretary Yang, it's because the organization—that is, you—wanted to transfer Qin Shou to be the station chief of the Jigong River Hydroelectric Station. He was unwilling to go and wanted to defy the organization.

"So, Qin Shou vented his dissatisfaction with you, Secretary Yang, on me. When I entered the Secretariat Division office, Qin Shou demanded to know why I had entered with my left foot first.

"I retorted that there's no rule saying you have to enter with your right foot first. The moment he heard that, he flew into a rage and charged at me like a madman.

"First, he punched me right in the face, making it swell up. Then, he kicked me in the stomach, knocking me to the ground.

"I didn't even get a chance to fight back, but Qin Shou wouldn't let me go. He pounced on me like a rabid dog and rained down a flurry of punches and kicks.

"His fists fell like raindrops. His kicks were like hailstones the size of eggs, smashing into my body one after another..."
