Outside River City, the rebels lost their last county town.

They retreated into the Tianmu Mountains, using the vast mountain ranges and the crisscrossing waterways of the great marshes to engage in guerrilla warfare with the Xuanwu soldiers.

Every time the Xuanwu soldiers set out, the rebels would dissolve into smaller groups and disappear into the mountains and forests.

Once the army left, the rebels would emerge again to harass and plunder the common people.
